The Dog Control Act 2000 (18) says that
The owner or person in charge of a greyhound must ensure that the greyhound, while in a public place, is –
(a) muzzled; and
(b) secured and restrained by means of a lead not exceeding 2 metres long held by hand by a person of sufficient age and strength to control the dog.
Penalty: Fine not exceeding 5 penalty units.

On 6 October 2013, the Director of Local Government released an Issues Paper and invited submissions on the proposed amendments which sought to exempt greyhounds that have graduated from the Greyhound Adoption Program (GAP) from the requirement to wear a muzzle while in a public place. The submissions are currently being considered.
