Contrary to popular belief, it is not a Queensland State Law that all greyhounds must be muzzled in public unless wearing a green collar. The State Law only over-rides a local law where it exists.

In case a local council law still requires a greyhound to be muzzled, the Greyhound Adoption Program Queensland (GAP) can carry out an assessment for a green collar to exempt it from muzzling in Queensland.
GAP explains on their website that owners receive a workbook with a simple program of practical exercises to work through with their dog to help it adjust to domestic life.
After a period of three months, the owner can bring the dog to the GAP kennels for the “green collar” assessment. The fee for this test is $150 and no guarantee of passing.
